Bivens was born and raised in East Tennessee and has been a Morristown resident since 1967. He graduated from West High School in 1977. In 1991, Bivens became the owner of Bivens Door Company.

Bivens was elected to serve as a City Council Member in 2011. He has served on the Parks and Recreation Board and on the Finance Committee.

Bivens is married to his wife Kim and is a father and grandfather.
